Town Council Meeting Recap – July 9, 2024

The Farmington Town Council gathered for its regular meeting on July 9, 2024, with a packed agenda addressing various community concerns and initiatives. The meeting, which began at 7:00 PM, opened with the Pledge of Allegiance led by Lily. Here are the key takeaways from the session:
Heat Wave Advisory
Council members emphasized the severity of the ongoing heat wave, encouraging residents to utilize the Community and Senior Center at 321 New Britain Avenue as a cooling center, open from 9 AM to 9 PM until July 10th. “It’s crucial that we take care of our most vulnerable during this extreme weather,” urged Council Chair, Kevin.
Residents were reminded to contact Community Services at 860-675-2390 if concerned about elderly or disabled neighbors.
Community Recognitions and Events
The council celebrated Dave from Dave’s Shoe Repair for his remarkable 56 years of service to Unionville. “Dave has been a cornerstone of our community, providing excellent service and a friendly face,” said Council Member Laura.
Additionally, the Services for the Elderly announced the Driving for Hope Charity Golf Tournament on September 26th at Tunxis Golf Club. The entry fee is $175 per person or $60 for dinner attendance. If you would like more details, you can contact 860-673-1441.
The Tunxis Hose Carnival and Parade were highlighted, featuring Family Night and a summer concert by Night Shift on Thursday, fireworks on Friday at 9:30 PM, and a Saturday at 6 PM. “This event is a fantastic opportunity for families to come together and enjoy our community spirit,” noted Council Member Jeff.
Reports and Updates
Board of Education: No meetings until September.
Conservation in Inland Wetlands: The next meeting might be canceled due to quorum issues. Several cease-and-desist orders have been issued related to unauthorized tree clearing. Town staff is addressing these concerns and routine projects in the area.
Economic Development Commission: No new updates; next meeting on September 11th.
Town Planning and Zoning: Updates included the approved improvements at the plaza housing M&R Liquors, Starbucks, and Naples, and the new fuel service station at 342 Colt Highway. “We are excited about the progress and look forward to the benefits these developments will bring to our community,” commented Council Member Nancy.
Town Manager’s Report
The Town Manager provided an update on the summer concert series, various road projects, and the upcoming open house and ribbon-cutting ceremony for the new high school on August 26th. “We are thrilled about the progress in our community and invite everyone to join us for the celebration,” the Town Manager stated.
Motions and Approvals
Anne Newberry was reappointed to the Human Relations Commission for a term ending June 30, 2026. The motion passed unanimously with all members voting yes. Similarly, Kyla Zimmerman was reappointed for a term ending June 30, 2026, with the motion passing unanimously.
The council approved a land exchange agreement with WD2 LLC to manage conservation efforts and development logistics. This motion also passed with a unanimous vote.
The council agreed to transfer $50,000 in savings from the purchase of a heavy-duty highway dump truck to a skid-steer account. This motion, like the rest, passed unanimously. Subsequently, the council approved $55,181 for the purchase of a 2024 Bobcat compact track loader, a move that ensures the Public Works Department can continue its essential functions without interruption.
The council approved a three-year term agreement to support volunteer firefighter recruitment and retention. “Our volunteers are the backbone of our fire services. This agreement ensures they have the support they need,” noted the Town Manager. The motion passed unanimously.
Property tax refunds listed for approval also passed with all members in favor.
Executive Session and Litigation Settlement
The council adjourned to an executive session to discuss pending litigation. After the session, they authorized the Town Manager to execute a stipulation agreement in the lawsuit titled Town of Farmington vs. Enrico Manufico. The motion passed unanimously.
The meeting concluded with reminders about the heat wave precautions and upcoming community events, emphasizing the importance of resident safety and engagement. “Stay safe in this heat and enjoy the community events this week,” urged Council Member Jeff.
